
In the fall of 1999, the Dover Police Department started the Police Cadet program. This program employs four civilian cadets on a part-time basis, not to exceed 25 hours per week. The applicants for these positions are subjected to a hiring process similar to that of a police officer, though not as intense. The cadets must also be currently enrolled in a college degree program. The police cadet program is currently inactive.
These Police Cadets are given training in areas such as:

| Other training as needed |
The main function of the police cadets is to assist sworn police officers in their duties. Some frequent duties include:
| Taking crime reports via telephone (Teleserve) | |
| Prisoner processing | |
| Vehicle transports (for maintenance) | |
| Riding with police officers on patrol | |
| Issuing City Ordinance Summonses for parking violations | |
| Other duties as assigned |
Currently, applications are not being given out due to the program being inactive.
