The Dover Police Department aggressively enforces the State of Delaware child restraint and seatbelt laws:

Child Restraints
Delaware's child restraint law requires all children under four years of age to be secured in a child restraint system that meets the federal motor vehicle safety standards.  *Note-- The 4 years or 40 lbs. law is no longer in effect.  All children under the age of 4 must be in a child restraint!  This is a primary offense, and a driver can be stopped and fined for this violation by itself.

Seat Belts
The current seat belt law states that all front seat occupants must wear a properly adjusted and fastened seat belt, which meets the applicable federal motor vehicle safety standards. Violation of this law is a secondary offense, meaning a motorist must be stopped for some other violation first.  However, a 40% assessment is added to the primary offense fine for the seatbelt violation. The law also states that all children between the ages of 4-16 must wear a seatbelt at all times while in a motor vehicle operated  on the roadways, streets, or highways of this state.  This is a primary offense,  and a driver can be stopped and fined for this violation by itself.

The Dover Police Department issued over 900 seat belt arrests between April and June of 2000. 
Educational seat belt safety check points and seat belt surveys are also conducted periodically to gauge seat belt compliance within the City of Dover.
